Government Imposed Contract will Harm Independent Pharmacy - CICPO

Please be advised that the Council of Independent Community Pharmacy Owners is preparing information for a News Conference on Thursday or Friday of this week.
This conference will outline the catastrophic losses to independent pharmacy from both the agreement imposed by government and the changes to generic prices forced by legislation. 
 
Please note that an amending agreement was executed on April 14-2012 and delivered to pharmacies yesterday afternoon. 
 
There is no tentative agreement and there is no ratification process for pharmacies.
Initially government stated it was making changes to generic drug pricing and would reinvest in pharmacies. The government has since made further changes in an imposed amending agreement that will see negative changes to the reimbursement of dispensing fees. 
 
Currently there is a “proposal” in place regarding “underserviced” areas regarding an annual reimbursement for qualifying pharmacies. Today there is no agreement on the terms and conditions of such reimbursement.
 
Further the administration for pharmacies respecting the change in their computer systems to reflect the imposed agreement could not be completed between yesterday afternoon and this morning at opening. This is causing significant confusion as patients fill their prescriptions today. 
 
The Council will advise editors of the time and place of the conference and the attendees for interview. 
 
At this point the only comment from the Council is:

“Our worst fears have materialized; independent pharmacy and the people they serve have been dealt a crippling blow. We are incensed that an agreement was reached without ratification of the businesses it will impact; and in fact was signed by the President of the Pharmacists’ Association of Newfoundland and Labrador, Sandra Carey, who does not own or operate a pharmacy in Newfoundland and Labrador. The government has imposed an agreement which will allow the chain drugstores and mass retailers to survive while inequitably harming independent pharmacy”.

Rural Newfoundland and the Big Land - Sick of Tory Times

Tory Times are Hard Times is a thought resonating throughout rural Newfoundland and Labrador this election. The true blue - taking from you - is all that most rural communities are seeing in this province.

There is a change in the air and it's a little like Confederation - if my Dad's memories serve me well. The Townies versus the Baymen is what is going on. Tens of thousands of people sick of the Oil wealth that evades them. Tens of thousands of people understanding that the Dunderdale administration is not interested in their future - they are interested in the game of politics. Baymen sick of being treated like second class citizens in their resource rich communities.

The Townies are huddled in St. John's metro dictating the direction - and dishing out some scraps to the rural towns during the election period. Typical, merchant mentality hiding in the back allies of the Capital's downtown counting money from construction and engineering - I think there was over $170,000 donated from like firms to the Tories last year. No wonder!

Public Relations morphing into "independent" polling gurus - predicting the end is near for anything not PC. Yes the media - talk shows - any place they can spin.

The pulse however is beating a little differently than the power brokers like to see. The blood is back in the veins of the fishermen, the loggers, and miners. The spine is there and starting to show it's true strength - the pullers of the oars in this vast land. The Labradorians rich in minerals/ores and hydro potential - polluted by the greed of the townies who absolutely refuse to allow benefit for the people.

The entire townie entourage condemning the fishery from whence they came and salivating at every drop of oil stripped from the future. The poor townies - they do not understand that without the bay there is no town and their children have no future. The poor townies - they do not understand the Big Land and their frustration if not downright anger at the energy "experts" telling them that yet another hydro development is necessary for the Island and now Nova Scotia.

No I think they really get it - and thank God they do. Who wins government - is controlled outside the overpass and the Baymen and Labradorians can control the outcome.

When the oil is gone - and it's coming fast - where do the townies turn? They can turn to the bay where their fellow Newfoundlanders and Labradorians watched their communities collapse, their houses devalued, their jobs disappear, their children flee to Alberta, and their voices go unheard and ask them for their help - they are going to need it; that is unless this government is defeated and policies are developed and implemented that will secure not eliminate our future.

The Tory mentality of fighting with pensioners, front-line health care workers, small business owners, and people without financial prowess - is very obvious. Just look at what they had money for and then tell the 22,000 public service pensioners to beg somewhere else. 

Yes Tory Times are Hard Times even when we are "have" and oil is being exploited.

How much does it cost to talk to Minister Kennedy?

So how much does it cost to get Minister Jerome Kennedy's attention.

Perhaps this can be answered by looking at the Contributions to Political Parties in 2010. It was not an election year - but one must not take any chances.

Shopper's Drug Mart was among the top donors again with $8500 to the PC's.

Strange though - ironic? Hardly! In this year Shopper's Drug Mart was able to get their own line of prescription drugs listed in our formulary in record time. In this year the Minister refuses to meet with the trade group that represents the majority of independent pharmacy owners in our province. After-all what's happening in Ontario should happen here right Minister?

What's happening in Ontario is killing small independent pharmacies - particularly in rural communities!

Then there is the elimination of seniors rights in personal care homes. You know where Lawton's or Shopper's give or offer a hefty check to the homeowners to guarantee access to the prescription drug purchases of residents.

Ross Reid - Stop insulting our Intelligence - Stop buying people with their Own Money

I really do not care if the governing party is Liberal, Progressive Conservative, or New Democratic - I get sick to my stomach every time I see spending sprees before elections. Now that we have fixed-term elections - compliments of Danny Williams initiative - the in your face - flashing of cash is downright disgusting. First they announced most of these dollars in the budget and second the cash they flash is ours.

I know this has been the practice since the beginning of votes - but this practice is designed under the assumption that the electorate is stupid. I hate that word and use it very rarely - but that's actually what these backroom planners think.

They won't dazzle us with vision, or articulate and debate sound public policies, no they want to slap money at municipalities, organizations, and most importantly at people with minimum income.

Throw some siding on houses, create a few daycare spaces, announce oil rebates for seniors, and create some part-time make-work opportunities - and that to the politicians means the work is done.

Tom Marshall wants to provide housing to people - now - for votes - to curry favour. Create a housing plan a month before an election when you have been in office for 8 years.

Yet with all the cash - children still go hungry - people still live in dumps - seniors decide between heat and food - and low-income families still go without and remain unable to provide their children with advantages of personal, arts, sports, and educational programs outside the school system.

The tidbits of townie oil cash sent to rural communities for fire-trucks, playgrounds, or brush-cutting does nothing in the long run for these communities who are still in the process of dying. They remain without a real plan for these beautiful places and the naturally caring and giving people who live in them.

These rural towns and livyers who have watched their industry disappear, their livelihoods eliminated, their children and grandchildren leave, are certainly going to appear grateful when anything is announced for their community. People needing a doctor - or hoping to avail of medical treatments near or in their community - will possibly thank anybody who does something that makes that part of their lives easier.

Public Service Pensioners - who have pretty much had to beg to be heard - are still treated like a nuisance by a Minister of Finance who should know better. Seniors who worked their lives for our province - retired on incomes that are below poverty level are being ignored by a young pup, a lawyer, and a person who will be entitled to more pension after 8 years of service than these pensioners are receiving after 40 years of service. What's the plan? The plan is wait till they die. Problem fixed.

Why do we still have food banks? Why?

Why do we have people with chronic illnesses such as diabetes - unable to afford a proper diet? A diet that would keep them healthier or avoid having to resort to insulin - when perhaps that could have been avoided. Why?

Why do we have seniors, those with physical and or mental illnesses, or children living in sub-standard housing? Why?

Why have we not recovered from the cod moratorium? Why are we continuing to let this vital renewable resource die - continuing to let foreigners control our future - and still doing nothing to seek proper redress from Ottawa? Why?

Why are we still suffering record unemployment rates in rural areas? Why are we still hemorrhaging skilled workers and their families to Ontario and Alberta? Why? We are resource rich and benefits poor - why?

Why is a sea-faring, boat building people with the Centre for Marine Excellence located in our province - unable to successfully bid on federal shipbuilding contracts? Why?

Why will a government speak to any out-of-province business - but yet ignore and refuse to meet with local business owners with 100 million dollars invested - mostly in rural communities? Why?

Why would any government continue to ship out the "best" energy potential in North America to competitive jurisdictions - when we remain industry poor? Why?

Why are we the third largest producer of hydro-power in the country - yet falling to last place when talking about associated industry? Why?

So Ross Reid who slides out of a senior government job to PC campaign chair as easily as we change socks should really stand above this continued insult to our people and their intelligence by planning to buy them with their own money.

And now finally before I even finish this post Steve Kent is on challenging my points by NOT dealing with one of them - he did not answer the economics, the need, the best utilization, or anything else. He quite obviously does not understand the history, the resource, the potentials or even the deal itself. He answered nothing. He failed.

Seniors Abuse, Personal Care Homes, and Big Corporate What You Should Know

Elderly abuse comes in all forms - but one of the most troubling areas is the loss of rights. The choices that many of us take for granted. Over the next week - Sue's Blog is going to take on a particular issue relative to the seniors of our province - and what happens as they enter into personal care homes.

We will explore a seniors loss of right to choose a health care professional and decisions that they are forced to make when moving into some of these homes. When they are offered no choice but to accept that which you and I have free choice over.

The format will not be opinionated but one of fact - and very disturbing to the individuals and families involved.

Sue's Blog will take you inside (virtually) and show you how big national publicly traded companies are controlling markets and thereby controlling the choices of seniors.

During the course of this discussion and revelation of factual accounts please feel free to leave me a message and let me know if you or a loved one is experiencing the same problems.
