Decision Gate 75 - Minister Sullivan

Minister Susan Sullivan was the picture of deception when performing at her News Conference on Midwifery.

It should only take another 5 to 7 years for the process to be complete. Decision Gate 75.

The Minister says she wants to make sure they will not experience the same problems as other jurisdictions in Canada that have already completed the legislated/regulated process for midwives.

Ms. Sullivan appears to be in a contest with her Atlantic Canadian peers in a race to be the slowest to regulate and utilize midwives. The rest of the provinces - no problem - with many of them being active since the late 1990's.

Ms. Sullivan knows or ought to that there is enough information to move forward now - not when she is no longer in government. This is just a case of - we don't want to do it now - don't want to spend the money now - despite the evidence that this type of service might actually save money. Unfortunately the amount saved - would not be recognized fully between now and the next election.

When this government - including Minister Sullivan WANT to do something - no problem. Let's say they put the effort into fast-tracking midwifery as they have done with Muskrat Falls - by now 40% of births would happen at home.

When I think of the mess they have made both in Muskrat Falls and our energy system - their RUSH to get everything approved - their RUSH to sign a deal with Emera; regardless of cost - the comment by Sullivan that they want to get midwifery right is nothing but deception or ignorance.

Minister Sullivan moved ahead with the destruction of independent pharmacy based on the Ontario actions - despite the problems they had in that jurisdiction. Right now we are witnessing extreme shortages of many generic drugs - ten times more in some cases - since the slashing of revenues to pharmacies. Why are these drug shortages occurring? What is it costing us?

When it comes to decision gates - the number of gates - and the time to pass through them has little to do with best practices, good social or economic policy for the people, and or the future benefits for the province it has to do with what they (Sullivan and her colleagues) want to do and when.

I guess we are at decision gate 75 for midwives, decision gate 100 for whistle blower legislation, and decision gate 450 for pensions.

Now how about we all take a crack at how many decision gates were required for Bill 29?

We now should demand decision gates on all policies - with the pomp and glory comparable to the Muskrat Gates of Eden.

We are tired Minister - but we can't shut our eyes. Time for you and the rest of your Tory Cabinet to move on. Why wait to be booted from office - follow your "friend" Kathy and leave. Are you all still blaming that one person for communication problems and bad policy?

I can't wait for the people's Decision Gate 1 in the fall of 2015 or sooner.

The CRA Poll will be 2015 Result

The latest CRA poll - I believe - will end up representing the election result in 2015.

The Tories have come in the same as last poll when you allow for percentage of error.

The NDP have collapsed and those left of centre swing Liberal/NDP have moved back to their Liberal base.

This is all of course premised on the Liberal Opposition not doing anything so outrageous (as happened with the NDP) as to eliminate themselves. As I have posted before - Dwight Ball's style of leadership is build not burn bridges and his thoughtful approach to policy is inclusive and open not exclusive and secret.

Back to the numbers:

1. The Liberals 52% is representative of the 30% or so solid Liberal support. 15% recaptured from the left leaning Liberals who had parked themselves tentatively with the NDP and 7% of centre Tories who swing based on the mood of the electorate and the current leadership of the Liberal Party.

2. The Tories are currently sitting with their solid PC base and not much else.

3. The NDP are likely to drop a couple of more points yet as they return to their solid base only - with that support going to the Liberals.

4. The Tories have shown they are unable to spend their way out this time and despite exorbitant amounts of warm and fuzzy Muskrat advertising - the population is not convinced that this project is good for Newfoundland and Labrador.

5. There will be a couple of more points coming to the Liberals as the sports fan like undecided - go out and vote for the winning team.

The Liberals chose the best leader at the best time. Dwight Ball will reinvigorate the party, rebuild party coffers, gain business support, promote district association development, unite right and left with solid economic planning, respect and include government employees, engage and involve the municipalities, be proactive on housing, health, education, and seniors issues, attract new industrial interests while maintaining and growing local small business. Ball will also be able to attract quality candidates including some of his leadership rivals. He is a quintessential Liberal.

This does not mean there will not be challenges over the coming 18 months. Ross Reid will try to direct a comeback for the Tories through outrageous spending, brainwashing levels of Tory self-promotion and advertising, and sometime in the New Year present a new potential leader. If the PC's cannot gain significantly by the next CRA poll result - the Tories will be in rebuild for 2019 mode.

Now let's talk about district predictions.

Here is my list of retirees (either before or at the dropping of the 2015 writ):

Felix Collins, Paul Davis, Kathy Dunderdale, Clayton Forsey, Tom Hedderson, Ray Hunter, Clyde Jackman, Charlene Johnson, Tom Marshall, Kevin O'Brien, Joan Shea, Susan Sullivan, Ross Wiseman.

Here is my list of potential floor crossers:

Dave Brazil, Sandy Collins, Tony Cornect, and Keith Russell

Those remaining may run again but only the following has a chance of retaining their seats:

Terry French, Keith Hutchings, Steve Kent, and John Dinn

This is what makes the next prediction very interesting.

I believe that Darin King thinks he is a leader in waiting and I believe that Hutchings and French will be his team of support. The problem is - I believe that - Darin King will lose his seat.

Dwight Ball has made it this far without the team of 10 establishment interests from both the Liberal and PC parties - if he keeps this approach - he will be a people's leader able to do the real job of a Premier. 

As for the 2 independents - Mitchelmore and Kirby - I can see Kirby being comfortable under a Dwight Ball Liberal Opposition and Government - however Mitchelmore presents more as an opportunist who is a Tory one day and an NDPer the next. If he does not go Liberal he will - I predict - lose his seat.

the Telegram, Pharmacy, Robbery, Government

The Telegram - today's edition deals with the continued violent crimes affecting Newfoundland and Labrador Independent Pharmacies. Barb Sweet interviews an owner and hears first hand the suffering local pharmacies are experiencing due to Government cuts.

One statement in the story reads as follows:

Among the changes announced in the 2013 provincial budget to the Newfoundland and Labrador Prescription Drug Program (NLPDP) was one that forces pharmacies to sell generic drugs at 25 per cent of the cost of brand name or patented drugs at the end of a four-year period.  

This is a factual error the cuts to 25% of brand have already occurred. There have been 5 cuts in one year. There was no time to absorb the cuts or try to find ways to remain viable.

The government ignored the Dr. Locke report on pharmacy and ignored the numerous attempts by local pharmacy organized under the Council of Independent Pharmacy Owners to meet with officials, Ministers and the Premier. This has gone on for 5 years.

The robberies are horrific and this essential community service is under constant threat.

Owners and employees have no idea what to expect anymore - other than more of the same.

The government's insistence not to recognize the CICPO means a majority of independent owners continue to be ignored as government tries to do its bidding with an association which represents all pharmacists - not pharmacies.

At a time when the population is aging and governments are looking for ways to save - the local pharmacy is one of the few options available to it. Their attitude toward the CICPO and its members has been nothing more than disrespectful.

When all failed and CICPO members became involved in the last election campaign - the government got worse. They punished.

Make no mistake - Kathy Dunderdale and Susan Sullivan are making it very tough for independent pharmacies to survive - and apparently they don't really give a damn.

CICPO and Blue Cross Reach New Agreement

Continuing to build on a good partnership - promoting best health outcomes resulting in controlled costs the Council of Independent Community Pharmacy Owners and Medavie Blue Cross have reached a new agreement.


This agreement comes at a time when independent pharmacy revenues are being eroded by changes to generic drug pricing at the governmental level. “We are pleased to see Medavie Blue Cross participate in a process of real negotiation and meaningful recognition of independent pharmacy in Newfoundland and Labrador,” says Director of Third Party Relations CICPO, Phil O’Keefe.

This type of industrial cooperation will achieve the best results both from a fiscal and health perspective. Positive negotiations that recognize the needs of and objectives of both sides - prove consultation and collaboration work in an arena of respect.

Shoppers CEO predicts DOOM for Independents

The Newfoundland and Labrador government is about to serve a central Canadian company - local businesses on a platter.

With 100 million local dollars invested in the provincial economy - independent pharmacies have been told by their government that they don't matter.

As witnessed in the House of Assembly - PC Cabinet members and backbenchers chided these local owners with calls to show their T-4's and state where they take vacations.

The general assertion of government is that independents are filling their pockets with rebates.

Despite the lies and misleading statements by these politicians - Shoppers Drug Mart's CEO is backing up what the independent stores  have been warning against.

In the Globe and Mail yesterday Domenic Pilla spells it out clearly for all to see.
 
“We are facing the single worst commercial environment that the drug sector has ever faced … But who is in the absolute best position in Canada to weather that – in some cases to take advantage of that? It’s Shoppers Drug Mart.”


He said that as the country’s largest drugstore chain, Shoppers is best positioned to navigate the road ahead, with economies of scale to help it lower its costs.


And he wants to buy competitors as reduced government reimbursements start to squeeze smaller rivals, he said. “That’s a freight train accident waiting to happen. How it will happen and how quickly it will happen ... is something that is still to be told.” 

His estimated that Shoppers pharmacies probably could add another 30 per cent more prescription files without having to invest in fixed costs. “That would make acquisitions for us very accretive.”

Newfoundland and Labrador's Minister of Innovation, Business and Rural Development might want to look long and hard in the mirror today - as he personally participated in the likely destruction of local investors. 

As Shoppers talks about chewing up local businesses - it does so while saying they don't have to invest a cent in fixed assets. The government of Newfoundland and Labrador is clearly stating their position on local business and investment. 

To top it all off the monies lost to the treasury - particularly monies needed for health - will far outweigh any potential savings to the government from their new generic drug pricing model. 

Further the services provided by these independents - that will be lost from the policy will cost the government tens of millions more. 

Particularly puzzling is the government's insistence that these independents sit at a table with Shoppers employees and come to a common position. What might that be? We the independents agree to turn over our investments to you as cheaply as we can? 

The buffoonery in the House of Assembly underscores the actual ignorance or complicit behavior that will in the end ruin local business, diminish front-line health services, and drive the costs of those services through the roof. 

Bravo - why not stand in your place and take a bow.

Who needs MP's or MHA's - Get a Lobbyist

Despite the ignorance of Ryan Cleary and those who continue to quote him - lobbyists have to be registered in Newfoundland and Labrador and Canada.

Danny wanted to get rid of the Gary Ansteys of the world so he said we will have the legislature enact "lobbyist" legislation. Apparently that fell short when Dean MacDonald was lobbying for provincial funds for the fibre optic deal nevertheless there is a registry for everybody else.

In either case - seeing how Ryan and flunkies want to lay cards on the table let's see who has been and who is a lobbyist. Working the front-rooms in the back-room trying to get their clients some leverage with governments one way or the other. These are the people who have government's ear.

Who are they? Well many of them are politico's who have sucked up to some leader or party and are deemed to have a "close" relationship with a PM or Premier. Others are just our politicians - retired - who can do more for people after they get out.

For instance back in the Liberal days:

Gary Anstey was federally registered as a lobbyist for:

Kruger
Voisey's Bay
Petro-Canada
FPI
Husky Oil
Hibernia Management and Development
Iron Ore Company
North Atlantic Refining
and the list goes on...

Based on what was accomplished and all the perks and giveaways the people say the Liberals did under Tobin/Grimes et al. he basically wrote the Liberal Policy Book.
And these guys want a chance to do that again. Remember there was no provincial lobbyist registry at that time.

Winston Baker (remember him?)

He was registered as a lobbyist because some company wanted to buy the Newfoundland Dockyard Corporation.

Or how about Ed Roberts ( you know our Lieutenant Governor)
Well he has lobbied on behalf of the St. John's Port Corporation and in the registry was listed as a lobbyist for Mel Woodward's company (Coastal Shipping) from 1997 - 2005.

Then there's our Brian (Tobin) who is up there now lobbying for Rogers. He also lobbied on behalf of SeaRay dealers (boats and yachts) to avoid any retaliation from the US during the softwood lumber dispute. Of course he was also the lobbyist for the Canadian Cable Telecommunications Association. (Dean were you ever the head of that?)Brian - the so called Liberal with the really good Tory connections.

And John Crosbie - he lobbied for Texada land Corporation a real estate developer in BC. They bought up thousands of acres of land in an environmentally important area. Residents of the area were in the process of trying to preserve it when the purchase occurred. So I guess Texada needed a hand to sell the property to government - federal or provincial.

And this is just the tip of that iceberg. Where is John Fitzgerald - the fellow we pay to get things done in Ottawa. You know set up meetings etc. - what is he doing? dodging lobbyists?

This is how it works people - your MP's are useless - get a lobbyist. Apparently Tim Powers an unelected spin doctor is seen to have more influence with the Prime Minister than Loyola Hearn our Minister? What about our Minister of Energy - what about Kathy Dunderdale? Can you get a meeting or what? Any chance Dean MacDonald or Ed Martin can get in there?

And what is Tim exactly lobbying for? Does he know what the yet unreleased energy plan says?

This is just the federal scene. Let's really look at who is being paid to influence politicians.

When you try to take the feet out from under a citizen lobbying on behalf of people -unpaid - and in public - you should really remember who the real lobbyists are. You live in really big houses but they are made of glass.
