Not much fanfare for Ruelokke - Hint of bitterness exposed

as Province announces his federal/provincial appointment as Chair of the CNLOPB.
The News Release which was issued 5:10 pm on a Friday evening missed all the evening news and radio reports.
Typically senior appointments are announced early enough during a weekday - for media to get an interview if they are interested - but this one - buried in a pile - and happening on the same day as the great aquaculture announcement.
Further the appointment was not met with congratulations or best wishes from the Premier or even the Minister of Natural Resources.
TY to a Sue's Blog reader who pointed out the Release!
Here's the Release:

CNLOPB Chairman Appointed

The start date for the new chairman and CEO of the Canada-Newfoundland and Labrador Offshore Petroleum Board (CNLOPB) is October 30, the Honourable Kathy Dunderdale, Minister of Natural Resources, confirmed today.

All the necessary orders have now been issued by the provincial and federal governments for the appointment of Max Ruelokke, a professional engineer and former deputy minister with the provincial government.

“We will work with Mr. Ruelokke and the board to ensure an effective approach to managing our offshore resources and furthering development,” Minister Dunderdale said. “The board plays a key role in the management of our petroleum resources on behalf of the federal and provincial governments and we will ensure issues important to the province are addressed in the best interest of the people of the province.”

On the same day the Premier announces Senior Appointments - 3:30 in the afternoon - the News Release for these 3 people was warm and fuzzy with congratulations all around - from great leader himself.

Here's that Release

Premier Announces Senior Appointments

William (Bill) MacKenzie is being appointed Clerk of the House of Assembly, and Secretary of the Commission of Internal Economy, the Honourable Danny Williams, Premier of Newfoundland and Labrador, announced today.

Premier Williams also announced the appointment of Cathy Duke as Deputy Minister of the Department of Innovation, Trade and Rural Development, replacing Mr. MacKenzie in that capacity.

Both appointments are effective Monday, October 30.

"I extend congratulations and best wishes to Mr. MacKenzie in this challenging new role as senior administrator of the legislative branch of government," Premier Williams said. "He brings to this role a wealth of leadership and management skills gained through a variety of senior roles in the public service. I am confident that experience will serve him well in his new position."

As Clerk of the House of Assembly and Secretary of the Commission of Internal Economy, Mr. MacKenzie’s primary responsibilities include the overall administration and financial accountability of the House of Assembly and its statutory offices. He replaces John Noel, who retired in August after a long career with the Provincial Government.

"I also congratulate Ms. Duke and look forward to her continued strong contribution in her new capacity to advancing government’s overall economic and social agenda," the Premier said. "Her recent leadership role in promoting economic linkages between Ireland and Newfoundland and Labrador, combined with her public and private sector management experience, make her well suited to her new role. I wish her every success as she continues to service the people of the province."

Premier Williams also confirmed the appointment of Josephine Cheeseman as Assistant Secretary to Cabinet (Communications). Ms. Cheeseman has been serving in that position in an acting capacity since August 2005, with responsibility for the Communications Branch of Executive Council. "I am pleased to confirm Ms. Cheeseman’s position, and look forward to her continued contribution and work on behalf of the province."

Why did the Premier treat the two circumstances completely differently? Why has he started the relationship with Ruelokke in such an unfriendly way?
This is perfectly acceptable - my leader says it is so.
