The Story by the Canadian Press is questioning this new frugality and what it actually means. In the case of Loyola - the answer was - well let us just say concerning.

Fisheries Minister Loyola Hearn is among a handful who had zero hospitality claims in the last quarter.
"Any time I've taken anybody out for lunch I pay the bill," said Hearn - before adding with a grin, "or they pay the bill."
While beleaguered taxpayers may appreciate the gesture, Schafer says it raises real ethical concerns.
"If the person paying is someone from the private sector who is seeking favours, then we're approaching issues of corruption or conflict of interest," he said.

That quote from the story written by Bruce Cheadle - worth the read!
