Canada could stop overfishing on the Grand Banks simply by declaring jurisdiction or taking unilateral action to protect these areas. Reality (according to Minister Loyola)
Without first exhausting all legal avenues, any action to prevent foreign-flagged fleets from fishing in this area would be seen as a violation of international law, including the United Nations Convention of the Law of the Sea, and would not be accepted by the international community. Unilateral action would also require Canada’s withdrawal from NAFO. Outside NAFO, Canada would have no means of dealing with overfishing in the Northwest Atlantic.

Our Party initiated the idea of custodial management. We had a resolution to that effect passed in Parliament. In our policy statements we commit to taking custodial management if we become Government.
