If the political environment in Quebec is unstable and volatile it seems obvious to me that by clear extension the politics of Canada is unstable. Dealing with one regarding Hydro is not much different than as dealing with the other in that respect. Signed, sealed, delivered agreements can be written in the same stone with a country as with a province can't it? I doubt if it would change continental energy requirements.
And, too, Quebec has been talking about developing the five rivers probably nearly as long as St.John's has been talking about the Grand River. I do believe that is their right and doesn't matter if it fits Newfoundland's plans one way or ther - the continent will need both projects no doubt. The only ones who won't gain anything substantial, economically, is Labrador.
Regarding the illustrious Premier's apologies - well I guess it makes a pretty big difference to whom you apologize, and why.
I refer to the promises made to the Labrador Metis Nation (signed, sealed, delivered when he needed their Lake Melville votes), the promises made regarding the ferry service between Goose Bay/Cartwright (vs Lewisporte). No apologies there - those people are meaningless, no big bucks (for 'the Province), and little political consequence (for the Boss) - I would imagine is the preception. Not a matter of right and wrong at all, any more than it is with Quebec. Just covering the important bases.
