This is treason, our clean renewable power going to central Canada for their needs. We are giving away our best hope for industrial development for Newfoundland and Labrador. This will be the biggest giveaway our raw resources in our history.
It is worse than the Upper Churchill because today we know the value and competitive advantage of our hydro resources.
We are not doing our homework with respect to finding industry for Labrador - currently operating in Ontario and other global jurisdictions that want to find a clean efficient energy location.
Further our energy plan has not been revealed thereby we do not have the advantage of knowing what the government believes our power needs might be for the next 25 years.
If we cannot utilize 2800 MW's of hydro power over 15-25 years we may as well close the door now. Why would we use wind, tide, wave,oil, and or gas when hydro is superior to all of these potentials? We are giving Central Canada our Future.....

Hydro Requests System Impact Assessment for transmission of Lower Churchill power into Ontario

July 31, 2006 - Newfoundland and Labrador Hydro has filed a request with the Ontario Independent Electricity System Operator (IESO) for a connection assessment and approval for transmission of Lower Churchill power into Ontario. The request is part of Hydro’s ongoing analysis of key market destinations and access options for Lower Churchill power. IESO is responsible for managing Ontario’s bulk electricity system and operating the wholesale electricity market.

“As the lead proponent on the potential development of the Lower Churchill Project, Hydro is following a comprehensive and clearly defined execution plan,” said Ed Martin, Hydro’s President and CEO. “Currently, there are many components of the project on which work is progressing and key among those are options for market access and market destinations. This request is part of Hydro’s ongoing assessment of various market access options and key market destinations.”

Mr. Martin said the request will result in a System Impact Assessment (SIA) that will provide Hydro with information to estimate the cost of connecting into Ontario and identify any required Ontario network upgrades. That information will build on Hydro’s current efforts to investigate and obtain transmission service on Hydro Quebec TransEnergie’s (HQT) transmission grid.

“Ontario is one obvious target market destination for Lower Churchill power as that province forecasts a capacity shortfall of 10,000 megawatts by 2025,” said Mr. Martin. “Furthermore, as part of its electricity supply mix planning, Ontario wants to double the amount of energy available from renewable sources and the Lower Churchill can be a secure source of some of that renewable power.”

While the IESO application is specific to access to the Ontario market place, Hydro continues to explore other market destinations including the northeast United States, the Maritime Provinces and Quebec.

Another major focus of the planning work this summer for the Lower Churchill Project includes extensive field environmental work. The partnership of Minaskuat Limited Partnership and AMEC has been awarded the contract to lead all seven components required for the development of the Environmental Impact Study. These components include: Environmental assessment report preparation; Terrestrial wildlife; Freshwater and marine aquatic environments; Terrestrial vegetation and ecological land classification; Historic resources; Socioeconomics; and, Transmission line route selection.

“We are vigorously pursuing a project planning schedule with a target of successful sanction of the project by 2009 and first power by 2015,” said Mr. Martin.

The Lower Churchill Project consists of the development of two potential sites on the Churchill River – Gull Island and Muskrat Falls. Combined, these projects have 2824 megawatts of generating capacity – sufficient to supply electricity to an estimated 1.5 million homes.
